To Florus 2.201

For if sin transmitted by descent was not imputed before the law, and did not exist after the law, it never possessed any poison capable of harming the human race. Natural sin was not imputed before the law; it was not imputed under the law either, since nowhere in the law is it ever shown to have been revealed or imputed. Plainly, then, the apostle accuses sin committed by free will before the law, and transgression likewise committed by free will after the law (compare Romans 5:13).
