Against Julian 4.13.64
When the apostle John said, “Everything in the world is the desire of the flesh, the desire of the eyes, and worldly ambition, which is not from the Father but from the world” (1 John 2:16), he was not condemning this world—that is, heaven and earth and all the things that substantially exist in it, the world made by the Father through the Son.
[The desire of the flesh that is not from the Father] should be understood as excess.
